Is there somewhere that I could stop the tranny from
downshifting from 3-2 when in cruise?

Wolfie,

Lower the cruise column of D0907 some amount and give it a test drive.

Leave all columns D0960-2 at 100% (otherwise they will contradict the PT upshift tables, and will make downshift more likely).
