Anybody,
no matter what i change or try to command the actual AFR will not change.
I added 20% across the higher half of the Main VE and nothing happened.
Whats the deal?
I have ran out of ideas and im clueless. Need help.
Here is the tune and a log.
Tryin to go Speed Density, Tried to go back closed loop from a old tune that worked. It had no changes and now its lean and not richening up when the PE settings are met..

Using a LC1 and we did a Free Air Calibration right before this log. It didnt change anything and the problem still is there.

For starters, look at B3618, B3605, B3648. Is that what you want PE and Commanded.
Also B0101 looks to be work in progress.
Theres more but that should get you going. Hopefully other members can articulate a little better on the areas above and the areas I didn't mention.

P0101 to P0103 under "Engine DTC Processing Enablers". These should be set to "C: Non Emissions". Setting them to "X: Not Reported" will result in the PCM not knowing that the MAF has failed and will still be using the MAF signal. I'm assuming that the MAF is still in place and plugged in, so the fueling will be set from the MAF tables, not the VE.
Set the above PIDs to "C" and retry.

MAF or SD?
Where are you making changes?
How old is the sensor?

To sanity check your wideband, go back to CL (i.e. CLSD) and check that the wideband reports stoichiometric AFR when in CL.

Are you seeing any of these DTC's: P0101, P0102, P0103.
Also, set those 3 DTC's in C6001 to A (1 trip) or B (2 trips).
You must have one of those DTC's trip in order to failback to SD.

Thanks Joecar, we got it. i do believe it was the "DTC's in C6001 to A (1 trip) or B (2 trips)."

Set D0960-D0962 to 100% otherwise they interfere with the PT up/down shift tables.
