how do these guys that tune pcms get the updates from gm? is there a site or place to get updates from?

Yes, you can subscribe to - https://www.acdelcotds.com/acdelco/action/home
I think it's about $1K per year, I don't recall exactly.
Then you also need a TechII or Mongoose cable for flashing.

It's not cheap, but it's not designed for hobbyists either.
