closed loop problem

Ive got a 12/99 c1500 with a maggy blower,i had previously tuned the truck with zero issues.Customer installed long tubes and we built a non catted x pipe deleted the rear o2s but turned them off in the tune.I cannot get the truck to enter closed loop,maff is hooked up 02s are cycling slow but cycling,coolanttemp is correct and nothing in the tune really changed.What am i doing wrong?I even forced the closed loop witht he efi live scanner and no luck.
