Does anyone know how these work...?

I know a lot of the stock vehicles in the US usally have a 1 second delay before entereing PE via B3608. Thats one of the first things tuned usually when getting a mail order tune.

I assume it just waits the one second before letting the PCM command the richened PE AFR.

Do they add together or does the longer/shorter one take over...?

My tunes dont have 3609? let me look at one thats not COS3 maybe.....

ok, B3608 defines that all PE conditions must exist for 'x' amount of time before PE can be entered, then they can have an additional delay for PE fuelling can be ramped in (B3609), this allows you to control how fast you want PE to activate at different loads.
