Could someone please tell me, when you are doing auto ve and you are monitoring the BEN to get what your VE table needs to be corrected to. The map comes up with a multiplier that is a percentage of optimum AFR. My question is, what is referenced to decide the optimum AFR. I hope someone can understand what I'm asking, I may not have asked the question very clearly. I mean if I wanted to run my car at 15.5:1 could I change that number or table to reflect the outcome of the BEN?

Depending on your OS:
{B3601} is the Ratio of Air to Fuel for Stoichiometry. (CL)
{B3605} When the engine is in cold open loop mode, this is the commanded fuel.
{B3618} When in power enrichment mode the commanded fuel
will be defined by this table.
BEN = actual/commanded

OK, so all I have to do is reset {B3601} to say 15.5 and the PCM will try to keep the AFR there when in closed loop? So if I do auto ve with {B3601} @ 15.5, I should get better MPG than if it was set to say 13? I realize there are a few more things to readjust, but is my thinking correct?

The PCM will command whatever you set it to,
what the actual AFR is will depend on the changes you make.
For CL tuning, set {B4105} to 450.0, then {B3601} to what you want.

No.{B3601} tells the pcm what AFR ratio is equivelant to an EQ of 1.0. The LS1 pcm does all of its fuel calculations in EQ ratio.
It doesnt matter what AFR you are commanding when doing AutoVE. It is just a process of getting your actual to commanded AFR into line via the VE table. Once you have the VE table in line you change the commanded fuel table to reflect what AFR you desire.
You can also lower the o2 switch points give a slightly leaner AFR.
