with custom operating system 5 will a0016 over ride b5915 say you have 28in b5915 and 8 in a0015 will it still pull it to 20

B5915 will have the final say, if the values in A0016 make the timing go below B5915 then the value in B5915 will be used if it's greater than what A0016 creates.
