Is a licence needed to do a Vat Relink

I have a friend that changed his pcm in a 99 savana van and needs a Vat Relink , wondering if i need a licence to do this, anyone know , thank you Eric

No, license is not needed for VATS relink.

another question , do i have to read the pcm before hand or is it as simple as just opening up the tune tool once connected to the pcm and performing a vat relink, i am ,asking all these questions because my friend needs this tomorrow morning and i dont have time for error , thank you Eric
