How accurate is the HP and Torque ratings that EFI gives you.

If adjusted correctly, they say it should show very similar results to a dyno. Some say even more accurate (including air drag and other parasitic drags).

How would you make sure it is adjusted correctly, I have been using it to adjust the tunes that I make.

CALC.POWER_FW: this is the power calculated from the ECM's calculated torque pid GM.TRQENG; this is only as accurate as the ECM's calculation which depends on the accuracy of airmass/fueling modeling in the calibration.

CALC.POWER_FW: this is the power calculated from the ECM's vehicle speed pid SAE.VSS; this is only as accurate as VSS, and suffers from a low sample rate (10 S/s or 40 S/s depending on ECM); this gives the net power that is moving the vehicle according to Newton's Laws (i.e. after friction has been overcome).

The thread that DmaxHawk mentions is an attempt to add in the corrections to account for friction.
