Newbe question on licensing (my 1st post)
What activities can be performed without using a license?
For instance my best friend has a trouble light, and I was wondering if I can read it for him?
While I’m at it can I read his stock tune to see what it looks like.
For him, it might be moot, as he has a 95 Camaro 5.7 liter and I'm unsure If my EFI Live will work that far back
Still, I felt the licensing question will help me better understand for the future.

A PCM/ECM/TCM license is used only when flashing the PCM/ECM/TCM...
Logging (PID's), scanning (DTC's), and reading the PCM/ECM/TCM flash all do not use any licenses.

Yes, you can scan for DTCs and clear them, log data, and read the controller calibration/OS. All you cannot do is modify the calibration/OS and flash it back to the PCM/ECM/TCM.

Is it an Ls1 / gen3 or LT1 engine.

If it's OBD-I (i.e. prior to 1996) then FlashScan V1/V2 won't work...

Its a 1995 Camaro with what I recall is a LT1 (rated at 275hp)
I guess I cant even read the codes?

If it's before 1996 it uses GM OBD-I, the comms protocol is different than GM OBD-II, and the OBD-I port plug/connector is different...
So, no you can't read codes.
