cos3 no semi open loop

Any ideas why this thing wont go into semi open loop. stays full open all the time.

B3647 ans B3649 need to be set at 14.68 for it to go into semi closed loop ;)

semiopen loop is NG, i tried it and it messed w/ my tune... i'd go full OLSD...
