car was tuned with HP tuners I believe, it will not let me read PCM at all. Is there anyway to unlock it without reflashing stock cal from dealer???

No, and not even a Tech II can unlock it. Either have to get the seed/key from the original HPT user or pull the EEPROM and bench flash that back to stock then reinstall it into the PCM.

EFILive will let you unlock it if you know the seed/key, just put it into the read/flash window before starting the operation. A Tech II wont give you the option and should error out.

Where are you located? There is a few people around who can unlock it for you.

That is very true, paying someone to unlock it (ie pull the EEPROM and bench it) is a possibility. :D
