LMM: VATS and new ECM

Why doesn't the new ECM require the VATS cycle upon installation? It started right up. Here are the programmed values.

Because there is no existing VATS codes already in the ECM, that gives it a free pass to learn.

Opening this back up for discussion. I change the timer to 10 seconds, install the tune, but the security light does not go out in 10 seconds (I believe it goes out in 10 minutes). Had this happen on 2 vehicles, 2 different ecms.

Any ideas?
