I have an 05 lly and was wondering which one to get, the efi live scanner or tuner. Not really interested in tuning, but I do want to measure as much of the fuel system as possible, such as the fuel pressure regulator, injector pump, fuel rails and injectors. Will the scanner do the job, the tuner, both or none? any help would be appreciated.
I have a 2005 chevy silverado 2500hd with lly, no mods.

Your choices are not scan or tune, its scan only or scan & tune.

If you just want to log then the scanner will do.
IMO there is not much sense in logging if you can't make any changes to the PCM calibrations.

I know price is a factor but if you buy the scan & tune, scanning does not use a license.
This will save a lot of the resale value of the Flashscan unit.

I guess the better question is: does the scan/tune have more scanning capabilities than just the scanner alone?

They have the same scanner abilities (OBD-II data scan, PID logging, bidirectional mode, chart/gauge display, maps display, filters);
they both allow you to read a calibration from ECM/TCM and save it to file;
they both allow you to view and edit the calibration file.

Scan&Tune gives you the ability to flash a calibration file to the ECM/TCM.
