A guy sent me a tune but I cannnot open it in EFI live.

Any ideas on how to "convert it" without being able to open it?

Simply put, you can't. You would need to read the ECM using EFILive and this assumes that 1) the ECM isn't locked and 2) it is not a custom os (which EFILive won't recognise).
