{B5919} is Optimal Tuning described as:
"this table is used as a reference for what would be the best timing, which is used for various torque calculations"
Can somone clarify what is going on with this and is it something worth working on when timing is addressed?

It is used as a "model" to calculate spark deltas needed to achieve the desired torqe reductions for traction control.
So for the most accurate traction-control torque-limiting results, the table should reflect the average timing on which your engine operates.

Hmmm, I think I have it, when traction control/AH actvates and pulls timing this table is consulted to dictate how much?

Not quite, {B1902} is used to determine the required spark retard to achieve the desired torque loss.
As far as we can tell, {B5919} is used to further adjust that value based on small parasitic torque losses already in play due to loads and influences from other systems.
