Will not connect pcm/ecm/tcm

Trying to load my pcm calibration for the first time and will not connect. This is my first time using this what am I doing wrong? I link the cable as in put in serial number and what not under the registration.

Well, the first thing you should do is try to read the current calibration. If the cigarette lighter fuse is blown you will likely see this problem. Does the V2 light up when plugged into the car and not the computer?

Got figured out was a mess up in my wiring of the harness.
