Hi i am a newbie to this site, i would like to swap a gen3 lq9 into my 2000 blazer
but would like to know if i can reprogram the lq9 pcm (gm 411) with the origainal
vin# to the blazer it has the 4.3 vortec, if it can be changed will it keep the swaped engines tune. thanks

Unlike the other main tuning suite, EFILive licenses the actual PCM/ECM/TCMs serial number to the V1/V2 cable. You can put whatever VIN you want into the computer, doesnt matter. I would keep it as close as you can to the original truck to make sure the appropriate enhanced and GM PIDs are selected when you connect to the controller.
You could actually do that with a V1 too...

as far as i know i have to have the blazer vin # stored on the pcm,or i will fail nys inspection. Will this effect the v8 progrmming?

The VIN stored in the PCM will have no effect on any programming you undertake using EFILive software. The VIN may have an effect on the Scan Tool defaults - but you can manually configure these if necessary.
