NPP question.

Can the 3500 RPM activation setting be edited? Say, lower it down to 2000 or some other number. I copied a 2008 tune and I believe I opened every folder and nothing seemed to pop up for the NPP exhaust setting. I searched the forum here for NPP and nothing came up.
