if this is from the narrow band o2s then no 450 mv is stoik and lean and rich but not accurate like a wideband

Do you mean mV (millivolts) which is the logged value of the O2 sensors?
If so the mV value from the Os sensors swing from high (rich) to low (lean) when the combustion process is close to stoich.
When the combustion process is rich, i.e. under load at wide open throttle the mV will read constantly high (rich).
Narrow band O2 sensors don't tell you how rich, just that it is richer than stoich.
There's more info about the O2 sensors in the Scan Tool documentation on page 12.
