lly allison to get into the trans tune its asking to licence already have ecm licenced do i need to purchase another one

FlashScan V1 or V2/AutoCal? If its a V1, then you have to use separate controller licenses for each the ECM and TCM. If its a V2/AutoCal, 1 VIN license will tune both (yes you will have to license it, but it will just use the first available Transmission license).
