New ECM on a truck I had previously tuned

A truck that I had previously tuned had the ECM replaced by the dealer and now I cannot tune it without a new license. Do I need to charge him for a new license or is there a way to transfer the old license for the old ECM to this new ECM?
FYI, it is a 2006 Chevy Duramax LBZ

If you can scan the invoice from the dealer showing they replaced the ECM then we will issue a free replacement license, if you can show proof it was replaced by the dealer then you will have to buy a new license.
