I have a 2009 LS7 E38 and I would like to know if it is possible to flash this with a 2010 OS or put a 2010PCM in the car.

No, definitely not if it's an LS7 ECM. EFILive would have warned you not to do so if you tried anyway.
The LS7 OS's, even on 2009 model were still based around 2007 code, so it's not even close to a 2010 ECM.

Figured and I know putting a 2010 ECM may not be an option for other reasons.
