Can I scan wo a VIN license?

I have EFI live and was wondering can I scan a non-licensed 5.9 or 6.7 without having a tuning license for that vin?

Licenses are only allocated when you first tune an unlicensed vehicle. Scanning does not require a license allocation.

The reason I as is I have a buddy running a Mini Max w MCC tuning. I was wondering if he could download his tune in his truck and then unplug and I plug in my EFI live and log his truck wo a tuning license for his vin?

I'm not familiar with Mini Max sorry. If it's a stock ECM controller in the vehicle then I'd expect you could probably scan the vehicle.
