Can't read E38 ecm

Having a problem with a car we are working on. When trying to read ecm with V7.5 it says ecm did not reply to seed request.
Bootloader rejected
reasons could be Engine speed not zero, vehicle speed not zero, or flash memory fault has been detected.

with v8
bootloader..
script exited with code $0311: mode not supported ($11)

I also tried with HPtuners, same unknown error 11

GM also could not flash the ecm for us.

I disconnected all outside electronics from the car, disconnected battery and ecm, tried again same thing.

Not sure what is going on with this. Please help.

Has it been tuned/locked before by some other tuner? We have seen controllers that have been "modified" so that the seed/key security system no longer functions.
Its sort of like "locking" a door by plugging the keyhole with glue.
If that is the case the original tuner may know how to "remove the glue", i.e. how to restore seed/key functionality to that controller.
