4L80E no 2-3 shift at WOT

Can anybody out there help me with some ideas why an 01 1500HD wouldn't do a WOT 2-3 shift? I have lowered the WOT shift speed to 40 and the RPM to 4500, but it still will not command a 2-3 shift at WOT. This truck is pretty custom, and I'm just trying to sort out the trans for him. I got everything else going on it so far, except for the 2-3 WOT shift. The speedo has been corrected as well as the H0104. I did a log and can see it isn't commanding the 2-3 shift when it should be according to the tune file.

Well I fdeel like an idiot, but it was a simple issue. This thing has a 3500 stall converter in it, and slips a good bit all the way up. Ended up being the 3-2 WOT downshift was set at 82, and it was hitting the 6600 redline before it would get to 82 because of all the converter slippage. Dropped it back to 74 and it clicked it right off now at 5800 where I had it set at.

Correct, the WOT 3->2 shift MPH has to be set lower than the WOT 2->3 shift.
