You can lock the PCM (won't allow reading or writing of tune until it's unlocked).

No, the only way to "lock" a tune file is to save it as a .ctz and enable the security restrictions using the V8 software. You can make the file viewable, editable, flashable, etc OR restrict any of all of those features. You could make a tune for a customer to use with their V2 and disable viewing/editing, but still allow flashing so they can flash it. Conversely, you could make the tune viewable, but not flashable so someone can view settings but not actually use it.
If you lock the PCM/ECM, then you have 1 of 2 options to flash it back to stock. 1) the easiest way is provide the key to enter when attempting to read/write or 2) open the controller up, remove the ROM chip, flash it using a bench programmer back to stock, then putting everything back together. Not easy at all, and some newer ECMs you cant even do it.

For locking a file, just a few mouse clicks. For the PCM/ECM, I am not sure as Ive never locked ones before. I believe the software will walk you through is, but Im thinking it requires an initial full flash, once you have implemented the lock you can go back to cal flashing on subsequent flashes.

ok so I saved as ctz and full flashed to the ECM so I'm guessing its locked the tune. but it's hard to tell coz I can still read it for obvious reasons. I've never locked a tune before and don't think it's right to do but the tune I've just done for someone is the sort of person that would go but efi live and try mid something then blame me

If that's all you did, you definitely didnt lock the PCM/ECM. Depending on the controller, the way I know to guarantee the ECM/PCM is locked is to open V7.5, click Flash->PCM Security. Select the controller in the dropdown, and click Lock.
In V8, you have a LOT more options for security. Open V8, click F3 Tune, click Open, select the tune. Click OK to open it, then click F4 Properties. Expand the Security Restrictions tab and there are the options to lock the tune file (NOT the PCM/ECM, the TUNE file). I believe right now, only E38, E54, and E60 controllers are supported for locking via V8.
