Problems with efan #2 using 411pcm

Any ideas on why my fan #2 output is pulsing the relay instead of holding it on when I trigger it through efilive scan software. The fan 1 works no problem, the fan #2 works if I ground the output coming from the pcm.
I'm using a 411pcm and started with 02 L31 tune.

Set G0106 to "Fan 2 Control" and see what that does.
