Efi live pricing in ny

I was wondering what I could expect to pay for a tune if I had a shop tune it for me. Also where can I find someone near me to do it. I live in the lower Hudson valley and could travel a little bit but would rather support local business as well.

I have the 03 lb7 currently it's bone stock but was hoping to get a cold air intake and a 4" or 5" exhaust. Should I wait on the tune and get that stuff first? Is there anything else I should get to improve mpg and towing? I'm not looking for a race truck. I saw a little valve looking thing that ppe makes that increases the boost...is that something to get as well it's only $26?
