Problem installing COS3 on 12212156

Getting an error on "Digital tools onboard vehicle electronics" header stating that "Cannot Create File "C:\Program Files (x86)\EFILive\v7.5\Configuration\PCMLocks.ini" Access is denied".

I've tried several times, and succeeded in a test reflash, however I keep getting this error when I try and full flash for real. What am I not doing???

Run the software as Administrator (i.e. so it has full permissions to write that file in that location)...

i.e. on the .exe file do rightclick->Run As and specify Administrator.
