Was wondering if there is any discounts for purchasing the cummins download?

Yes. It is cheaper to purchase your FlashScan V2 and appropriate tuning licenses in a single transaction up-front rather than purchase a V2 now and then Tuning Option as an add-on at a later point of time.

It works out as a saving of $50 per tuning option if you purchase the tuning option(s) with your V2.

It should also be noted that Tuning Options ship with 2 licenses to tune 2 supported vehicles.

No, but remember it does come with 2 more VIN licenses. Really makes the Cummins tuning license $200 ($450 - 2x$125 VIN = $200).

How long does it usually take to get the cummins tuning sent to you via email? I know license I get them within the hour.

That's what I was thinking. It's been about 3 hours now. Usually get em within 30 min.

The actual tuning option is just a code, however the licenses attached with the Tuning Option is a manual process.

I've looked in our store, and your order is now complete.

Have fun tuning Cummins!

Edit. I see where it says OK to flash on calibration.

One thing though, how do I check to see if the ECM is able to be tuned with efilive and not have the no start issue from previous canned tuner so that I can use a stock tune?

If you read through the Cummins Quick Start Guide and the Cummins ECM reference notes document, both found here http://www.efilive.com/index.php?option=com_content&view=article&id=130&Itemid=134. You will find a guide detailing how to determine what is a suitable file for reflashing and what is not suitable.
