Cummins 5.9L Tuning Question

I have a friend working on a pulling truck that he will be putting a 5.9L Cummins in. I have a couple of questions.

Can you tune without dealing with a BCM like on the Duramax's?
Can you tune around a VIN in the tune?
Can you remove all the safety switches so the vehicle will run and drive?
Would I be better off having a standalone ECM setup made?

Any help would be great!

We have tuned several trucks using the 06-07 ecm and harness as a standalone. It can be done, just have to turn off a few things.
