v6-v8 swap questions

I have a 2002 firebird v6 car that has been converted to v8 with a ls1 wiring harness and 2002 z28 pcm. Here in atlanta area we have emissions inspection. In order for the vehicle to communicate with state checking station the vin on the car needs to match vin logged into pcm. I am not sure if state system will find a miss match with operating system though.
Will efi live be able to re-program z28 pcm with firebird vin? Will i be able to tune pcm also?

The EFILive scantool is able to program the VIN into the PCM (i.e. scan-only option is sufficient).

If you want to tune then you need the scan-and-tune-GM option.
