coolant temp and VE tune

Is there a reason in the VE tune to remove cells when the engine temp is at 178 F or lower? Is the engine in power enrichment mode during these temps? Reason I'm asking is that I'm thinking about lowering the temps for the fans to come on. I've got a 170 t-stat and I'm thinking about setting the fan on temp at 185 and fan off temp at 175. Currently, I've got the fan on temp at 185 and fan off at 180, but the coolant temp is getting up to 187 and 189.
