Can't full flash? Error $0540

Error $0540 means "incompatible OS"... i.e. you can't change to that OS.

I understand that part but shouldn't I be able to full flash it right over top?

you're trying to flash that OS into your T43...
the error code means that OS is not compatible with your T43...
let me verify this, I'll get back to you...
what OS are you trying to flash...?
what year/model/vehicle is the T43...?

During a cal flash the operating system number of the controller must match (or be a custom version of) the operating system number of the calibration being flashed, otherwise error $0540 will occur.
Error $0540 is also used to indicate a mismatched operating system during a full-flash. A mismatched operating system is one that may not operate correctly with the controller's built-in, boot block software. The following list shows which T43 operating systems are compatible and can be interchanged during a full-flash.
All OS numbers on the same line are interchangeable, if two OS numbers are on different lines then they cannot be interchanged.

The OS changed with the model year on some controllers. With the T43, this relationship is not consistent. Some OS were used for only one year. Some OS were used for two consecutive years. Some OS were used for four consecutive years. With the T43, it is more accurate to reference compatibility with the OS itself, not the corresponding model year(s).

If the service number is the same on both TCMs, can you use TIS to flash the OS in that is not on the corresponding compatible line?

In theory yes because if you ordered a new TCM then whatever year model range it supports you could get TIS to flash that OS in.

Well I have a used Tcm. Is the t43 simaler like in the e38 where modules 7 and 8 are written only by TIS? Some hidden stuff?
