E67 early throttle closing 4,000 RPM

Hi everyone, I have a sand car that came to me to get running, I worked through the VATS issues, and wiring trouble, runs and sounds good, up to 4k rpm. where the throttle closes down and gets super lean. this is from a 2006 Cadillac STS-v 4.4SC, I have searched the forum and found some people having similar issues due to no transmission controller, which maybe happening with this one, although I don't think I will find a manual transmission file to start over with. Seems like there were PM's that a couple of these issues were fixed through??? any help would be appreciated.

I looked thru your ctz and I did not see any reason.

My only thought was the P/N limiter at 4k, but it looks like it's ok. I did see load go to 100% then the throttle closed.
