I am trying to read the program that is on it. I connect to it and it takes 45 min to compete read which I know should only take 6 min. Then it errors out to this 21321
HELP I think I need a PCM but would like assistance

The ecm is locked with a patch, if its a DSP5 you will never get the file out because the file is stored on the flash chip and in other READ ONLY MEMORY areas.
If it is a single tune and the patch is applied you won't get anything out of it either.
Most likely you are attempting to read out a patched/locked file.
