As you can see my ECM developed a burn that tripped the 25a ECM fuse under the hood.
I bought another ECM used. The damaged ECM is still functioning and I have saved the data from it. I want to transfer that data to the other ECM. My application is telling me I need to buy another license. Why is this necessary when I have a license for this vehicle already? What is the solution?21357

The license is not VIN# specific or tune file related.
It is specific to the actual ecm you first licensed the flashing device ( V2 or Autocal ).
Even though its called a "VIN License" its actually a license for the ecm you flashed previously.
The ECM has a unique identifier/serial number, and when its different regardless of the tune file or its origin requires a new VIN License for the replacement controller.
