2004 gto custom os help!!

Trying upgrade to cos for 2004 turbo gto. I have tried reading the tutorial but am stumped, where do I find the custom os's??

The empty/template COS's are located here (on your laptop/PC): C:\Users\<you>\Documents\EFILive\V7.5\Bins\Custom OS

Ok found it, now do i need a program open it? it wont let me open the file.
