How do you activate another vehicle on Flashscan V2

I have a Flashscan V2 that I purchased with 2 licenses in 2010. How do I go about activating my second license, to be used on a 06 Dodge 3500 5.9l cummins. Was previously used on a Chevy, if that makes any difference.

It unfortunately does make a difference, to use your V2 with GM Tuning Option on a Cummins, you need to purchase the Cummins Tuning Option. It comes with 2 additional VIN licenses as well.
