Why is my PCM locked?

Before I upgraded to Flashscan, I sold my LS1 Edit with the PCM, and got a stock PCM back. I used my buddies HP tuners to tune some idle stuff, and that was it. When I tried to read my PCM tonight with my flashscan, it says it is locked, and that I need the unlock key? This is on a 98'. Is it doing it because its a 98', and they are not fully supported yet, or because my PCM is actually locked?

I looked through the setting of the current tune with the HP tuners software, and it says its not locked...any ideas?

1998's are not supported yet.

Flashscan would have tried to unlock the PCM to read it but as the unlock codes are different for the 1998 PCM it would have assumed it was locked.
