LB7 $0544 when attempting to activate license

Have a 2002 LB7. Read the tune out fine. When trying to activate the new license to flash it, I keep getting the $0544 serial number invalid code. The VIN is normal, the serial number is 00000000000. Anyway to get around this or is the ECM trashed? I've had the corrupt ECM in the past that I could not read with wack VIN numbers, never saw this before. Any help would be appreciated

How many times would say is enough lol? I tried at least 20 times with no change. Thanks

I know it's kind of normal, but I do have to use the "try alternate keys" and "assume lock" or I get a security code error. I've pulled the radio and amp fuses and the truck doesn't have an aftermarket alarm/ remote start on it

Well, he took it into he dealer that he works at and they couldn't flash it, I tried for 2 hours straight and it would give the 0544 everytime. ECM is junk in my book
