13' Cummins tune locked??

For some reason when I open the tune tool I can't get the tab to the left that says internal flash to open? So I can't adjust any parameters? Anyone seen this before?

Open it with V8 Scan and Tune, if a permissions window appears with restrictions then its LOCKED for sure and you cannot edit it
