Any idea why the DYNCYLAIR values are so low?

How can I get the cax file to enable LC?

I found the Lean Cruise cax file and added to "calibrations"

DYNCYLAIR values are the same after a software update and for every reference file I've opened with LC in the Engine Calibrations (8.1L, LQ4, Corvette, GTO, etc.).
