I have been out of the game for a while, i mainly do class 8 stuff, so this may be dumb for some. I own 3 rams, 1 2019 and 2 2021s and have been dabbling in making a file for. Question is if i use 1 base file with OS 52190700 or 52200300 for CSP i can flash any 19-21 ram pickup and it does not matter what E/C code was in the truck prior to flashing? And do i have to enter the truck VIN # and controller Serial # of respected truck into the file using V8 every time i flash them?

You do not have to use the exact OS and cal for the truck you're tuning. Pickup stuff not done exactly like big truck stuff, mostly I have found for historical reasons as most big truck stuff is still done exclusively with calterm by most. Anyhow, to answer your question, use any OS you want as long as it's CMF and for appropriate trans. You don't have to use VIN or controller serial, the VIN and controller serial is used in this arena to lock the tune to a particular truck.

Some have had trouble using 19/20 (cp4) calibration in a 21 (cp3) truck and had to put cp3 data into the cp4 file for truck to run correctly

yes, cp4 parameters for cp4 trucks cp3 parameters for cp3 trucks. This can be done with hex editor easily
