NE1 Know voltage output of EXT1?

PLX took a dive on me. Trying to trace trouble. When I test the pwoer side of EXT1, I get .07 volts. That sound right?

Thanks. What confused me is the wiring diagram from PLX shows the PLX power supply running off the EXT1. I hadn't used my M250 in so long, I forgot that I used the lighter for 12V source.
