new stall will not rev

3000 stall and when you give it gas it will barelly get to 2500 with it about 85% tps and takes a while to get up speed, then once rolling it works fine above 30mph. It is just from a dead stop it feels like the brakes are on but reverse tachs up fine.It almost feels like it is stuck between gears. Please help. LQ9 4L65 in a 68 impala

Check the fluid level.

Sounds like the trans. is in limp mode, which puts the 4L65E/4L60E in 3rd gear (both shift solenoids off)...

Check that the wire harness is not pinched and that the connector is plugged into the trans.
