I cant get it to pull timing. I have double checked the wiring and even checked the pin with a meter, switch on pin 56 is grounded on the red connector. I have been testing by making a pass with the switch off, I have 27 deg timing then turn on the switch and start a new log. Make another pass and command it to pull 10deg and the new log will show 27 still.

When you say you have been "Testing with the switch off," it confuses me. If you are not grounding out pin 56 with the switch then the OS will not pull timing as you are trying to command.
If you mean with the N20 WOT switch "off," then I can see where you are having an issue.
That is the method I used to ensure the COS was working, that is I disconnected the WOT switch and ensured the bottle was closed and went out for some logs to verify.

I am grounding out pin 56 and the car still has the same timing. I checked the pin and is being grounded when i turn on the switch.

Ive gotten it to work on a 2002 TA with a 175 shot. Had the car running on 9 degrees the 1st pull. Im not sure why yours would not work. Did you double check that table A011 was set to N20 monitor? That would be an easy mistake to make. other than that, it should work.

I got it to work thanks to Doc. There was nothing set wrong in the tune. Its to hard to explain what I had to do to get it to work.
