I'm struggling with how to approach this problem. The car seems to start and idle fine 650-750 RPM when it's cold. If you shut it down and fire it right back up it starts wierd. Initially around 500 RPM drops momentarily to high 300 RPM range, then settles out to 700. This is all in the matter of 10 seconds or less.

I tried to follow the following post regarding the RAFIG process ... but it just didn't seem to work for me. I did not understand what I was looking at.

I have attached a log of what I think shows the problem. It should be a bunch of starting stopping of the motor (I'm not at my tuning PC so I can't verify), let me know if the log doesn't make sense ... I can post a new one later.

Sometimes, for some reason the correction tables are erratic or don't help much. If that's the case:
You can try theses tables.
Start by putting 2 sec. in B4606 and 4607. They have to match because the higher value will control both.
Put 100 in 4608 and 4609.
In 4604 put 200 from 80*C and up.
I found the results are instant. You will likely have to find the sweet spots for your car.
