2004 Silverado cant connect to PCM

I have a 2004 Silverado, FlashScan V1 and a new VIN lock I just bought. WHen I try to connect... EFI says it cannot locate the vehicle? What is the deal here??

EDIT: Pardon my premature posting... Cig lighter fuse was popped.

Turn the key to the second click just before the start position .
You can't connect Scan Tool and Flash Tool at same time , in other words if using Scan Tool you have to Stop it first .
